EU Customs Changes: What Publishers Need to Know About the New €3 Charge

Businesses distributing magazines and printed publications into the European Union should be aware of upcoming customs reforms that could affect future distribution costs and processes.

From July 2026, the EU is expected to remove the current customs duty relief for low-value goods valued at up to €150. As part of the transition to a new customs framework, a flat €3 customs duty charge per item is expected to be introduced, with a further customs handling fee, currently anticipated to be around €2 per item, potentially following later in 2026.

What Does This Mean for Magazine Publishers?

At present, many magazines entering the EU are distributed as printed matter without IOSS registration and without individual declared values. Historically, these mailings have generally not attracted customs duties or handling fees, allowing publishers to distribute into EU markets without the additional costs often associated with commercial goods.

Based on current guidance, we do not expect the new interim charges to be widely applied to printed matter mailings immediately. However, there is currently no specific exemption for magazines or printed publications within the evolving framework, meaning the position could change as reforms are implemented across EU member states.

Looking Ahead to 2028

A more significant development is expected around July 2028, when the EU plans to introduce its new Customs Data Hub. This centralised platform is expected to change how goods entering the EU are assessed and processed, potentially requiring more detailed electronic customs data for magazines and other printed publications.

While tariffs on magazines may remain low or even zero, publishers should be prepared for possible handling fees, additional reporting requirements and varying interpretations of the rules across different EU countries.

Preparing for the Future

Although there may be no immediate need to change existing distribution arrangements, now is a good time for publishers to review their EU delivery strategy. Area’s worth considering include:

  • Additional customs data requirements
  • Current postal and mail distribution routes
  • Alternative fulfilment or distribution models within the EU
  • The long-term impact of regulatory changes on subscriber delivery costs
